This tiny program (it's smaller than this .sit file, which is mostly docu documentation) will restart a Macintosh *without* ejecting CD-ROM disks, or any other disks for that matter. It also deletes the launch.next, LaunchRRH, and LaunchSS files, if they are present. This makes it suitable for the last position in a Tabby Event, which is especially handy if you experience memory errors under MultiFinder.
